The Keystone Authority Order

Keystone runs on a strict authority order. This prevents favoritism, confusion, and “admin roulette.” When something is disputed, it routes through the proper layer — not whoever is loudest.

1) Canon
Defines laws, escalation, jurisdiction, and baseline systems.
2) Courts & Appeals
IC outcomes are decided through legal process, evidence, and rulings.
3) Departments & SOPs
PD/PSP/EMS operate within defined policies and jurisdiction.
4) Staff (Process)
Staff document, stabilize, and route issues — not decide guilt.
